Job Description:
The Regional Property Manager reports directly to the President and shall have the following responsibilities: 1. Oversee and manage a portfolio of properties to meet budgeted income, expenses, and cash escrow and reserve investments. In meeting this objective, the Regional Property Manager must: - Prepare property budgets annually to be reviewed by the accounting department, President and Owner (for approval).
- Review monthly actual vs. budgeted income and expenses. Provide factual explanation of discrepancies to President and Owner.
- Review property utility logs monthly and analyze usage and cost.
- Obtain and review real estate tax bills and assessment notices and provide to real estate tax administrator.
- Ensure that property insurance is properly maintained.
- Review and follow-up bi-monthly with on-site managers on delinquent accounts.
- Verify status of available apartments and make sure they are "market and make" ready.
- Make sure rent rolls are current and accurate.
2. Ensure that Company is in compliance with program requirements. In meeting this objective, the Regional Property Manager must: - Submit Housing Assistant Payments (HAP) reports on time.
- Make sure all HAP units on partially subsidized properties are rented.
- See that excess income reports are done monthly in an accurate and timely manner.
- See that income recertifications are done in an accurate and timely manner.
- See that low-income requirements are maintained on bond deals.
- Apply for Section 8 automatic rent increases on time.
- Apply for 100% Section 8 IHDA rent increase on time.
- Prepare Section 236 and 221(d)(3) rent increases for review by President and submission to HUD.
- Do annual Section 8 occupancy report for HUD.
- Submit HUD 949 (tenant racial breakdown) annually.
- Submit HUD energy report annually.
- See that tenant selection plans and waiting list procedures are in force and complied with.
- Make sure that advertising complies with fair housing requirements, including the equal housing opportunity logo or slogan.
3. Ensure that all leases or occupancy agreements are executed and enforced in accordance with state and local laws, program requirements, and Corporate policy. In meeting this objective, the Regional Property Manager must:
- See that security deposit interest is paid properly and in a timely manner.
- See that all operations procedures (including those on tenant qualification, selection, credit, and occupancy requirements, and initial deposits and monthly rent payments) are followed.
- See that notices to vacate are issued in a timely fashion.
- See that evictions are properly ordered and processed.
- See that money judgments are pursued.
4. Supervisors will see that properties are well maintained within budget requirements. In meeting this objective, the Regional Property Manager must:
- Inspect properties at least monthly.
- Inspect vacant units for market readiness.
- Verify that a preventive maintenance plan is being followed.
- Review maintenance staffing requirements and outside service contracts.
- Keep service contracts current and at best price.
