Procurement Specialist

The Procurement Specialist holds the primary responsibility of strategic sourcing, contracting, procurement and supplier oversight of consulting and professional services in support of the Professional Services Portfolio.  The position provides strategic sourcing leadership and guidance to our internal business clients supporting sourcing events as well as tactical procurement and contract administration services.

This position requires a team oriented individual dedicated to meeting strict schedules and deadlines and the skills/responsibilities include:

Business Requirements Gathering and Documentation          

  • Assist our internal business clients with the development of their business requirements and needs. 

Establishing business requirements that:

  • Fully describe the background, provide an assessment of the business need, a general description of the current situation, concepts for a proposed solution and that the business needs are fully documented and of good quality.
  • Prioritize the business objectives and goals, as well as reducing costs and minimizing delays.
  • Employ consistent procurement approaches to ensure that high quality products and services are procured.

Sourcing         

  • Conducting market research and documenting the market research results.
  • Fully support PG&E’s Supplier Diversity Program by identifying new diverse supplier opportunities for woman-owned, minority and disabled veteran business enterprises.
  • Conducting supplier health checks and risk analysis to verify the financial health of existing and potential suppliers.
  • Working collaboratively with our internal business clients to determine whether to use an existing contract, to use an existing supplier with a new contract or to issue solicitation proposals to multiple suppliers.
  • Establishing, preparing and obtaining approval for the supplier selection/scoring criteria supporting solicitation proposals.
  • Preparing the supplier questionnaires for sourcing proposal solicitations.
  • Determining the solicitation approach, i.e., Request for Information, Request for Proposal or Request for Quotation.
  • Preparing contracts for issuance with the solicitation package.
  • Issuing and coordinating the solicitation proposal.
  • Assisting the internal business clients with preparation and scheduling of the supplier demonstrations.
  • Performing price comparisons/analysis and evaluating solicitation proposal responses.
  • Establish cross functional supplier selection teams
  • Prepare proposal evaluation/selection criteria.

Supplier Contracts      

  • Establish negotiating teams, plans and strategies and conduct supplier negotiations.
  • Prepare contracts with the final terms and conditions.
  • Conduct Legal Department, Risk Management Department and internal business client reviews.
  • Prepare contract/deal summaries.
  • Obtain contract approvals and execute final contracts.

Procurement   

  • Assist internal business clients with their creation and approval of procurement requisitions.
  • Create and execute contracts, work authorizations and/or contract change orders.
  • Monitor and communicate procurement status to internal business clients.
  • Assist with the verification of product/service delivery.
  • Assist with invoice payment.

Contract Administration/Supplier Oversight   

  • Periodically reassess supplier risk.
  • Monitoring contract funding availability and compliance.
  • Monitoring contract spending.
  • Monitoring supplier performance and quality.
  • Creating, maintaining and executing ongoing supplier management plans as well as corrective action plans.
  • Maintain ongoing supplier relationships and stewardship.

Position Complexity   

The Procurement Specialist is responsible to complete difficult, complex and multifaceted strategic sourcing, contracting, procurement and supplier oversight and project assignments.

  • Minimum of seven years sourcing, procurement, negotiating and contracting experience.
  • Strong written and verbal communication capabilities.
  • BA or BS degree desirable.
  • Two years of SAP procurement system experience.
Strong Microsoft Word, Excel and PowerPoint Skills
