COBRA/FSA Operations Manager

Location: San Diego, California (near San Marcos)

** MUST have worked or currently working in the Benefits Administration / Health and Welfare Administration industry

The Operations Department Manager is responsible for the overall daily operations of the COBRA and/or FSA administration department(s), including COBRA and FSA regulations and administrative guidelines consulting, customer service center operations, associate training and carrier eligibility reporting/premium billing. This position reports to the Health and Welfare Administration Practice Leader.

General Responsibilities:

Project, Process & Technology Management
- Plays a key role in new client implementations, open enrollment/plan design changes.
- Manages multiple projects and meets project deadlines.
- Prepares requirements and specification documents.
- Analyzes and evaluates current processes/systems and makes recommendations on enhancing those processes to improve customer service, cycle time and reduce labor content.
- Maintains a solid understanding of COBRA and FSA system functionalities.
- Identifies system needs, including carrier file submissions and data integrity, and coordinates with Information Technology to implement new systems functionality.

People & Resource Management
- Prioritize staffing decisions based on engagement risk, specialization requirements, timing constraints, staffing continuity and geographic considerations.
- Identifies over and under-utilized personnel, is proactive in identifying additional resources to bring utilization in line with their peers.
- Develops and updates an annual plan projecting staffing (headcount) needs based on seasonal business volume changes.
- Makes recommendations for hiring full-time, part-time or temporary employees as required and justified by headcount projections.
- Hires and effectively manages the training of new operations personnel.
- Performs monthly reporting of performance and other metrics associated with department activity and achieves or exceeds levels of customer performance guarantees.
- Performs quarterly review and provide staff development, retention and training.

Compliance and Regulatory Management
- Works closely with company’s compliance department to keep abreast of current trends and changes in COBRA compliance regulations and administration.
- Assures compliance with the provisions of ERISA, COBRA, HIPAA as well as all state and federal agencies including the Internal Revenue Service and the Department of Labor.

Key Competencies and Qualifications:

- Overall confidentiality, professionalism and dependability.
- In-depth knowledge of COBRA, FSA and the related regulatory environment.
- Minimum of 5 years experience in leadership and management.
- Excellent oral and written communication skills, including strong interpersonal and consultative skills.
- Ability to work in a team environment with a client service focus.
- Strong attention to detail and ability to manage multiple tasks.
- Strong customer service focus, highly organized, responsible, and detail oriented.
- Ability to make decisions within a fast-paced environment.
- Ability to prioritize and process a high volume of work while maintaining the highest quality.
- Self motivated with ability to work well independently in a fast paced environment.
- Experience in benefits and/or COBRA administration a major plus.
- CEBS designation a plus.
- Knowledge of HRIS systems a plus.
