Job Description:
Senior Business Analyst - BPM The Senior Business Analyst (SBA) is responsible for conducting feasibility studies, documenting and analyzing business requirements and documenting and analyzing complex business processes across the enterprise to introduce process and quality improvements. The SBA is responsible for collecting mapping, measuring, analyzing and evaluating cross-functional business and technical processes. The SBA is responsible for presenting the data and results using clear, concise, grammatically-correct written and verbal communications to multiple levels of staff and stakeholders across the enterprise. The SBA must be capable of managing multiple, interrelated process improvement channels simultaneously which will require the ability to gain a high level understanding of the organization's business systems in a short timeframe. Responsibilities will focus is on process analysis, change management, process re-engineering, system engineering, business requirements, and functional/technical system requirements. The SBA will develop innovative, transformational process improvements by working with stakeholders and will effectively communicate these proposed changes to impacted business units, team members and other stakeholders. The SBA will develop, recommend and facilitate quality improvements. The SBA must be capable of working independently with minimal supervision and oversight. The SBA will work under the immediate supervision of the Client Strategic Technology Planner for general program responsibilities and will work under the oversight of the IT Manager for BPM methodology and outcomes. As such, the SBA will be required to work independently in the execution of BPM methodology and communicate approaches and strategies with management both on a project level and for overall enterprise change management. III. Duties – This is very important. | Essential Duties | | Business Process Management | | a. Follow the generally accepted BPM methodology as outlined in the Six Sigma (DMAIC) philosophy. b. Identify ways to improve business through the use of business process management tools. c. Develop and document process maps for business processes for the current state and future state. d. Assess current state and define process capability specifications. e. Develop and communicate proposals and strategies that improve and optimize business processes through automation or business process streamlining. f. Conduct feasibility studies to determine viability of a solution and provide recommendations on whether to proceed with initiative or other alternatives. g. Develop business case documentation that includes ROI projections to reinforce the business case. h. Perform statistical analysis on current state processes i. Validate measurement systems and provide ways to improve measurement systems. j. Work with project team to identify the gaps between the current state and the future (desired) state of the project. k. Research, plan and recommend processes and systems to meet business requirements. l. Develop control documentation to sustain the future state | | Project Management | | a. Develop Project Charter document as described in BPM methodology and Project Management Standards with minimum direction from supervision. b. Develop Project Plan for the BPM methodology. c. Establish and communicate project expectations as described in BPM and Project Management Standards. d. Assist with financial and business analyses resulting in documentation of expectations. e. Monitor BPM project progress and performance, assisting with corrective actions and escalating attention where necessary. f. Track and report all phases of ongoing projects to manager and stakeholders using Microsoft SharePoint. g. Should schedule meetings, periodically with IT Project Manager to review and analyze schedules, manage logistics, and prepare updates. h. Should lead meetings involving support staff and/or customers, and conduct walk-through as necessary. i. Should work with project team to identify the gaps between the current state and the desired results of the project. j. Should typically act as liaison between department and IT Project Manager k. Should work with the IT Project Manager (if applicable) to prioritize requests to complete first those with most critical tasks and greatest impact | | Establish and Document Business and Functional Requirements | | a. Oversee the collection and documentation of business requirements and functional/system requirements b. Determine prioritization of requirements. c. Review present system for current functionality and document when necessary. d. Should analyze and document the general system requirements. Requirements should permit multiple approaches both traditional and innovative. e. Validate business requirements and communicate to enlist customer buy-in and support. f. Should lead team research and fact-finding efforts. Should review present system for current functionality and document when necessary. g. Should work with the project team to meet with customer representatives to determine data elements and reporting needs. h. Should lead the team develop Business Requirements document. i. Should review requirements to ensure that it meets customer requirements and is financially viable. | | Change Management | | a. Work to ensure that requirements are detailed and accurate and account for the current environment and future environment to include people, processes, technology (including performance and financial metrics). b. Work with management to develop a plan to close identified gaps and integrate plan into overall program plan. c. Define, monitor and coordinate tasks to execute the project and close all gaps related to business, technology and organizational readiness | | Risk Management | | a. Determine risks and provide analysis for resolution. b. Work with project team to communicate risks and identify other potential risks to successful project completion c. Assist project team with risk management plan. | | Customer Relationship Management | | a. Achieve satisfaction through meeting defined expectations, including collecting metrics and feedback b. Project a positive attitude towards concerns of others c. Communicate effectively and professionally, verbally and in writing d. Build and sustain confidence within the project team and with management. e. Work with the project team to understand business needs and match those needs to the appropriate process solution and system technologies f. Become familiar with applicable automated systems used by the organization and stakeholders and apply this knowledge to leverage these system investments, as appropriate, in the development of the future state j. Gain and understanding of how all the automated systems, people and processes interrelate within the enterprise and between organizations | The SBA will have demonstrated, successful BPM experiences in working in complex organizations and across diverse lines of business within those organizations. The ideal candidate will be Six Sigma certified (Black Belt preferred) and have a working knowledge of ESRI geographic information system (GIS) technology, Microsoft Sharepoint, Visio, iGrafx (business process analysis tool), routing and logistic solutions, street addressing and real property mapping in a local government environment. Candidates will be required to provide and explain examples of actual work products. At a minimum, the following types of documents are required: Business Process Maps, documenting both current and future states of process(es) that intersects multiple lines of business BPM Project Charter Project Plan Business Requirements documentation Measurement Tools Data analytics, including actual analysis of data collected using Measurement Tools Return on investment (ROI) documentation Examples of written communications, including presentation materials, reports and briefings
