CAMRIS International seeks a highly motivated Senior Advisor for Public Affairs. This person will be the primary external relations liaison for the Office of HIV/AIDS within USAID’s Bureau for Global Health.
Job Summary: The Office of HIV/AIDS is one of the primary implementing partners of the President’s Emergency Plan for AIDS Relief (PEPFAR) coordinated by the Department of State’s Office of the Global AIDS Coordinator (OGAC). PEPFAR is also the cornerstone of the newly announced Presidential Global Health Initiative (GHI). The Office will need to coordinate closely with OGAC, GHI, the other technical offices within the Bureau, and the Agency’s Legislative and Public Affairs Office. This position is critical to the functioning of the office and the bureau in making sure that clear, consistent information on USAID’s HIV/AIDS programs is available to policymakers and the public.
To do this, the Senior Advisor will need to serve as a liaison to other U.S. government agencies (including OGAC, The White House, State Department, and Health and Human Services), staff, partners, advocates and multilateral organizations, such as the Global Fund to Fight AIDS, Tuberculosis and Malaria.
Within USAID, the Senior Advisor will work closely with the leadership of the Office of HIV/AIDS, the Assistant Administrator for the Bureau for Global Health and will coordinate efforts with the Strategic Communication and Outreach Lead supporting the GHI Launch Team and staff in the Bureau for Legislative and Public Affairs. The Senior Advisor will also work with communications advisors for USAID’s HIV/AIDS cooperating agencies. The Advisor will report to the director of the Office of HIV/AIDS.
Responsibilities include:
Production of annual Reports to Congress
Maintenance of USAID’s HIV/AIDS website
Management of USAID’s participation in major international AIDS conferences
Planning special events
Producing other public affairs materials, including speeches, press releases, and fact sheets.
Message Development and Execution
Work with individuals within USAID, OGAC, GHI, and other U.S. government agencies to develop internal and external messages about U.S. government AIDS programs.
Develop and execute a communications strategy for the Office that includes better communications internally (OHA, GH, Agency, USAID field staff, OHA partners, multilateral organizations and the advocate community).
Ensure consistency of message in all communications products.
Organize special events to reinforce USAID’s technical and implementation leadership role on HIV/AIDS.

Serve as a liaison with the Bureau for Legislative and Public Affairs
Respond to media inquiries
Engage to proactive media outreach
Write and distribute press releases
III. Liaison with Congress
Produce required Reports to Congress
Serve as a liaison with the Bureau for Legislative and Public Affairs
Respond to incoming questions from members of Congress
Write Congressional testimony
IV. Provide information to the general public
Manage USAID’s HIV/AIDS website
Oversee USAID’s HIV/AIDS monthly e-newsletter
Schedule speaking engagements for USAID staff
Respond to incoming inquires from the public
V. Oversee production and dissemination of publications
Oversee production of publications on behalf of office
Ensure maximum dissemination to interested audiences
Serve as a liaison with cooperating agencies on issues related to their publications.
VI. Manage USAID’s presence at major international AIDS conferences
Plan all aspects of USAID’s presence at one global, three regional and two U.S. HIV/AIDS conferences
Serve as a liaison with cooperating agencies to ensure a coordinated effort at conferences
VII. Coordinate with cooperating agencies and other partners on public affairs Issues
Manage a monthly Communications Working Group, consisting of representatives of 100 major HIV/AIDS cooperating agencies
Organize a day-long meeting of an expanded communications working group, as part of the Office of HIV/AIDS implementation working group meeting, twice a year.
Job Requirements:
Demonstrated ability in strategic communication planning and execution
Proven record of excellent organizational, management, and interpersonal skills
Strong technical writing and editing skills
US Citizenship required
Ability to obtain USAID security clearance involving a comprehensive background investigation performed by the appropriate U.S. Government agency is required.
Qualifications:. Master’s degree or equivalent in a relevant discipline (public affairs, communications or international health). Ten to fifteen years of progressively responsible experience in public health communications/public affairs, preferably working with and in developing countries with demonstrated expertise in communication as it applies to health and HIV/AIDS.
Primary Location: Washington, DC.
Travel: Willingness to travel internationally (up to 20% of time)
